"Industry Minister Theo Theophanous said Victoria's power supplies were easily able to cope.
But there were "commercial decisions that have to be made" as new power was required.
"We believe that those investment decisions will be made and that there will be adequate power in coming times," he said.
A spokesman for Energy Minister Peter Bachelor said more brown coal power plants using clean-coal technology were inevitable for Victoria."
