Refining capacity is not a tap which can be turned on and off.
Moreover, you still need the feed material to capture refining capacity. Throw in Trumps stupid policy.... you have our perfect storm.
Lynas has first mover advantags outside China, they wont be able to match demand, but I am sure they are securing agreements with good price escaltors
