The cnn article is sufficiently vague that while it certainly appears light REE is also being restricted it does not state it. If light REE is for instance selling for multiples that it was last quarter then the sp of Lynas is hard to predict it is so significant. The quarterly will be most interesting. In reality though many contracts from this quarter will not see the payments flow through until next quarter. For instance heavy REE contracts would unlikely to be paid up front.
