For years they apposed Lynas with demonstrations and even elected a few people that passed laws making it much harder for Lynas to operate. This was aggravated by NC, I don't care attitude. AL did all the right things but it took years to calm them down, Things like license restrictions have not been undone.
What gave SMSL good footing is Mitsubishi hired a sub contractor to put radio active waste in a PDF. They were not closely monitored and dumped the waste where people came in contact with it leading to birth defects and cancer. I do not Think this would happen again. I believe it will be a big negative against any foreign operator VS locale. Probably reverse is true, because of corruption inside MAL. That does not make it less of a negative.
