Per Amanda, some have seen the light and are signing contracts with a risk premium attached, some have read the writing on the wall and are potentially poised to act and others still have their heads firmly in the sand hoping he world will right itself and China will continue to supply cheapies. So yes Troy, things have started to change and the reality of the situation is being forced upon the ostriches as China is turning the screws tighter, not loosening control.
