I just think the partner letter could have been interpreted as 'cutting across' the SiYi JV agreement (Dec 2007) and/or the Dec 2008 memorandum.
Given such a perception, SiYi could have been seriously offended ('losing face') if they had not been informed of this process prior to its execution.
The 'coziness' of the perceived relationship is well reflected on the SiYi web site. And after all, all they do is O4 (A Rui). And suddenly, without warning, all these other players are being invited to join the party.
