I think Twiggy is the product of the past view in which he grew up.
Station owners, church etc (for their own benefit) convinced themselves & anyone stupid enough to listen, that the black fella was a noble but primitive human that need both their guidance & compassion to overcome their cultural/genetic shortcomings and become civilised.
This is code for keeping them dependant on the controller of the 'handout'

For all his railing against aboriginal welfare, Twiggy is in fact seeking to impliment a system that is keeps the TO's needy enough to remain under his control while making out he is the Great White Hope for them.

Interestingly, the TO that has been well educated sees right through his flawed arguement & surely even Twiggy can see the future paradox stairing him in the face .... educate the TO's & they will ultimately turn on "the hand that fed them"
