At this stage they have to be seen to be doing something, they would look criminally stupid if they don't considering how many punters (and brokers) were misled.
They obviously got some sort of positive unofficial feedback from somebody over there to cause the interest and speculation that we have just witnessed. I don't believe they just revved this up on their own behalf. They may have been misled themselves however, or read too much into discussions, or just got carried away.
From what little information there is around they seem to have little recourse. If there were other agreements made after the 1997 deal they haven't been made public. Since we can only assume the initial agreement is all they have I think they have bugger all chance of getting anywhere.
