Depending on how an MOU has been drafted, (although not advisable), and MOU can be legally binding just the same as a contract.
As no one here will ever know how that MOU between WM and OW was drafted, and what it entails, we are only guessing on the content therein.
One would only assume that the MOU was written in a way that OW could have got out of it if they wished to do so. But, knowing how the Chinese operates, anything is possible.
