Interesting observation?

To me this is the most interesting and thought provoking paragraph in the recent announcements.
I was pissed and disappointed at first but it feels to me after further analysis. The directors still prefer farm out with AEP but are pushing for unconditional. An improved capital investment at the same time would be icing on top. I don't think AEP will go away easily either they also have much at stake. I'm now thinking this might just be a very clever move.
