    Edd, the allegations were made in parliament on Thursday 10 Feb. See page 96 & 97 of Hansard Senate report re Carbon Energy. http://www.aph.gov.au/hansard/senate/dailys/ds100211.pdf

    Then the conditional approval of CNX by DERM on 11 Feb was based on the ISP report dated 24 Jan. which did not include anything about any explosion.
