But It is sure hard to overcome the apathy

Your 23% turnout is about the same achieved in local government elections when voting is optional and the voting papers are actually mailed to ratepayers to make it easy for them (like a shareholder vote)

Some universal rule here that 23-25% is about the ratio of those who are willing to make a choice

The other 75%+ couldnt be bothered
