I like that conspiracy theory(can't think of a better term).
However with the last point. Hanlong doesn't have the cash in is coffers to complete the project so will also need financing (shouldn't be an issue one would think).
But what would then prevent a biding war from a cashed up company (use BHP/Vale) for example, not only can they bid it up higher they also have the werewithal to complete this project without outside financing delays & would suit the both Governments time frame for expediancy.
So if Hanlong can get the project, I'm sure others would be agreeable on similar terms to take on this project.
The block at 49.5 to 50 c certainly supports Hanlongs proposal at this point.
I've got tickets to this game & am not leaving early.
