Mr Rudd backed changing Labor's policy of opposing new uranium mines in Australia.
"I've already indicated in the past my support for a change to the existing uranium policy," he said.
"The existing no new mines policy does not stack up in my mind. My position on that hasn't changed."
If successful, Mr Rudd and Ms Gillard will convene a summit on federalism and to stop what they call the blame game between the Commonwealth and the states.
