    I sleuthed that was a quote from the "Australian Business Journal"

    Was there anywhere in a company announcement that stated this as fact ?

    However, what one might interpret as a design change, may in fact be only a question raised as to why something doesn't look exactly like it does in the book.

    I am all too familiar with public-private partnerships. As an example: A public service engineer may lodge a query as to why the slots on a screw head are at a different orientation to those on the drawing. Which then requires the contractor to explain, and then another team of public servants to write a 100 page report about it. And so it goes on. It is costly to the private enterprise, but more so, extremely expensive for the tax payer.
