NATO is starting the process to share some highly classified targets for equipment and materiel with EU and industry to try and spur investment by industry in certain areas. Along with an increase to proposed 5% of GDP this could for example focus on rare earth that goes into submarines, fighter jets and other REE sensitive areas. Designed to help put NATO on more of a war footing.
