No... it is not in itself suggestive of anything. You are making the suggestion that's what it means. Which is okay to do. The stage 2 trial was suggestive of a possible outcome of stage 3 in loose terms. It wasn't sufficiently powered to provide difinitive efficacy. Your personal deductions relating to capital raising are just that. Personal and yours. Others may share them also.
I don't know what criteria MSB management used to determine when to take that action but I do agree with it. And neither do you know as per your own admission that you know no more than me. How you know that? I'd guess it is like how you assume the former. That's a guess not knowledge you understand, I'm unfortunately not psychic.
