On a similar line to my thinking when I first read the appointment, but because it is initiated by the Government it makes sense that a Russian speaking auditor be involved both to clearly communicate to the locals and in reporting back to Government. Also, I think this will appear to be more independent to certain factions as ‘Western’ auditors may be seen to be ‘compromised’.
