Of course the mine doesn't produce ANY extra radioactive material that is ALREADY THERE. The mining process "moves it around" from natural in situ, to in the tailings (assuming no production of uranium for sale). If uranium is extracted and removed there will actually be LESS radioactive material on the site after the mining operations are complete. The issue is whether the mining process makes the existing radioactive material more mobile (whether through dust creation or other means) as the ore is shuffled around, or whether the transportation of concentrate if produced for sale creates risks. I think both these risks are transparent and manageable....
