Crl holders did have some sort of unofficial priority via the chairman's list, but I think you had to register your interest months ago, not after they released the application. When Phil and MO had their webinar they said for crl holders to get in touch and they'll try work something out. I managed to get some via chairman's list and some via Pamplona.
