That's exactly what's being replicated (with extra capacity) at Kalgoolie. The Kal product will then be sent to the LAMP in Malaysia for separation and finishing.
So as things stand there should be little or no production stoppage assuming the Kal development is on time.
Of course a reversal would be great news as it would mean much of the heavy machinery required for a further expansion would be in place already. Also operating at the LAMP with its easy access to reagents and workers is probably a fair bit cheaper than the Australian desert.

I wonder what will happen with the current cracking/leaching plant in Gebeng? Would it be economical to move this to the States?

Kalgoorie is a very large [plant with very large output capability. It could become a toll producer for other RE mines in Australia. Another revenue stream. Condisoil, if it develops into a salable product, will be small change compared to REO's, but it does get rid of waste very efficiently.

At present, demand predictions outstrip global output of REO's.

Lynas is executing its plans beautifully.
