The scam is usually perpetrated on the student not the Australian public. Many international students come here and find that the institution they've signed up too disappears along with the money they've paid. I know two from India that happened too who now work on 457 visas in the horse racing industry despite having no prior experience handling horses. Both have tertiary qualifications from India but also keep failing the English language test required for residency....despite having completed university degrees in the language.
