Riddle solved
There used to be a poster here that argued that InterOil partnered with "second rate" companies like EWC and Flex because there was a gas glut and they didn't have a choice.

Apart from the fact that the gas glut was only temporary (and never did seem to matter that much to me because contracts are for one or two decades), I offered another hypothesis, that the plants were a lot cheaper, with much less up-front capital needed, while I acknowledged there was insufficient data to make an informed choice between the two hypothesis
