The 30 k's proposal relates to CBD type intersections where pedestrians are likely to be present.

Basically it seems that when building new intersections and revamping existing intersections, traffic slowing devices will be used.
They have come up with 9 intersection design concepts that practitioners can use as starting points when designing intersections.
One idea is sensors on high speed country intersections that trigger warning signs of approaching vehicles.
In the mean time it's suggested that speed limits be lowered at intersections.
