If you'd read the whole presentation as you state, you'd recall the part that says;
"VRX has applied for a NVCP at Muchea to trial the practicalities of VDT in various vegetation types at Muchea"
Clearly they can't start the EPA process for Muchea if they haven't finalised all of the Muchea-specific testing/studies that formulate the EPA submission documentation...
