I think VDT is a factor, but I don’t think it was a sole reason. If you look at the 2 amendments of the proposal that were lodged during this EPA process, seemed to me that the 1st one, not obvious, but EPA probably influenced it. 2nd however, definitely due to EPA.
Those lodgements involved back and forth, so would still happen with / without VDT.
I shared Bruce and others frustration with the prolonged process.
If I look really really really hard into it, maybe I could find a silver lining that other projects would likely have their own share of issues and delay. So hopefully, there are first mover advantages that could be capitalised, some good contracts, maybe?
