I spoke to RD briefly today. The video is recent, it was recorded a few days ago. So yes there is a delay, ground won't be broken until next year. That is because there is a lot of work to be done on the site specific design and that won't happen until the capital is raised and in the bank, so to speak. The dimensions have not yet been fully nailed down. I guess that is why we keep hearing different heights of the tower... 800m, 700m or even 600m, as per the Chris Davey interview.
I can see how the design needs to be considered holistically so the turbines, canopy and tower are all optimised to operate as a whole. You wouldn't want an energy capacity bottleneck in one of the components otherwise the whole tower would under-perform.
The reason they will be getting higher efficiencies than the original SB design is because that design was for the Australian version and the insolation (incoming solar radiation) in Arizon is 20% greater. They have also improved the materials and other aspects of the design to improve the overall efficiency. Soe of this is competitive advantage so I dont expect to see the independent technical review of this that I keep asking for any time soon.
