Maybe Chris should have more correctly said "we have the capital (subject to permitting ...)"

Also BB mentioned in his call to RD 'specific design and that won't happen until the capital is raised'

I've also seem to have heard that the capital can not be finalised until the design is finalised (which sort of made sense at the time given after getting the capital you could then decide a simpler design - in theory, but that contradicts the quote from BB

I do get the sense that a big development is only weeks away .... but hit me (virtually) if nothing happens for a year and I make the same statement!
