I have no relevant knowledge, but I can imagine that the system offered could be combined with keyhole surgery, for instance, to manouvre a light source adjacent to the relveant tissue, blast the required frequency of light and destroy the cancer. If the other claimed benefits are real (low toxicity etc) then this might still be a massive, relatively low invasion improvement on current treatments. And that is all it needs to be - it doesn't need to be perfect, just better (or percieved to be bettter).
If they can thread catheters along veins and arteries to deliver stents and such like, surely they can thread a powerfull LED light source of the right wavelength.In short, I see your challenge as one that technology should be easily able to resolve.
I'm sure there are other technological challenges to be overcome, but I havent seen any that I regard as overwhelming.
