The video I saw suggested the sanctions announced in November by the Biden administration (not the UN) had scuttled the deal with some Europeans (Yarra?). They have had to start again and pursue a deal with Middle Eastern parties, Russians or Chinese.
Western financiers are probably worried about arbitrary US penalties. That information however unwelcomed, should have been reported when the plug was pulled on the deal or in the last quarterly report!
