i think the financiers for the line of credit didn't want to lend anymore behind the scenes after looking at the project blowout, so director had no choice but to "slow down"?
At these prices, these financiers are probably much more comfortable and so I expect some good news with a drawdown, alleviating cash in bank concerns.
