It would have been simplier and more effective if K.rudd would have proposed a carbon tax, then there would have been clear reduction in CO2 emmissions by using the $$ raised to fund/subsidize solar & CFU blue installations for households/corporates. All an ETS will do is subsidize coal generated electricity.

A CO2 tax would have been simplier and more transparent. An ETS is simply be a great opportunity for rorting ... coal powered electricity companies and particularly by the investment banks... GFC MK2???
