Public schooling is all the assistance anyone needs. The rest is up to the individual. All the money in the world cannot make a lazy person hardworking. In fact, quite the opposite. The more "assistance" that's been given, the worst it has been. Look at the homeless situation in the US. They've had this "war on poverty" for several decades already. Yet the homelessness situation keeps getting worst and worst.
