Some communities employ a limit of what they can buy, others have a club in the community thats only open an hour a day with no take away. A big problem is outsiders illegally bring grog in by road/plane/boat and charging a motza. Indigenous imo are just not meant to drink grog, as they just don't handle it as well as others. It ruins a lot of them. There used to be a big effort from outsiders trying to sell Kava into the communities but as far as I know the cops are staying on top of that. It's a sad predicament when people have no vision or hope or pride. Hence the grog, kids sniffing etc etc

Sorry but it’s not allowed, just like the welfare card and numerous other interventions that are deemed by people generally in the city as racist
