what you describe is, no doubt, true.... I've seen it myself as most have.
but this is an affect of the oppression etc that has damaged their ability to function. Grog is a killer of sensible lifestyle and living skills. We gave them grog as payment for a long time, herded them into reservations and damaged their culture..... this is the result.
