Invest, If you are correct, then the reason for the delay, i am assuming, (drawing a long bow) is to give AVQ management time to:

1. Lodge application with the the rightful Landowners having signed off on the application
2. Seeking immediate approval of the application - surely this wouldnt take long to process

Then they can come to the market with these facts, limiting the impact to the share price.
