The SPPs give you the opportunity to purchase more shares in the LICs themselves. The LICs send paperwork out once or twice a year inviting you to take part in the SPP.
As for dividend reinvestment - this is offered by most LICs but it is up to you to decide whether you wish to take part in the Dividend Reinvestment Plan.
