Companies in the spec phase do not trade on fundamentals, they trade on sentiment. When sentiment for a particular commodity is hot, even a stoney lease nearby will push the price up.
To be honest, how many people actually intently study geologist reports before buying penny stocks? Not many, I think. They buy because the price is rising. Sooner or later, the tulips wilt and it all settles back, maybe for another run later.
I've bought and sold OBL (still have some) and have no illusions about it. All in a day's work, not a lotto fortune waiting.
