In short resolution 7 implies that
since FML has already issued 15% of equity on april 11 and corporate act prevents them from issuing any further equity without shareholders formal approval within 12 month period of the first issue,
This resolution(7), if approved by shareholders in AGM, gives fml an ability to further issue upto 15% equity without shareholders approval.
This is my interpretation, please correct me if I am wrong, I would be glad to be wrong on this one.
