Varuka, LCR have been negotiating with local communities for what seems an eternity. And from their map released today i can see why its an issue.
There is a community "Huaco" that is smack in the middle of a potential mining area/site.
Other peripheral communities probably are going to be affected by through traffic to the mine site.
I can imaging them all being reluctant participants in this development.
I think that this is the main issue and holdup. getting local agreement for future mining development.
