There is always the possibility of a massive order coming from left field. However, based on the announcement today, China will be in a regulatory approval stage during the second half of 2009, so they won't actually be making (big) sales there until 2010.

Others have said this is all tracking according to plan, and I agree, but in the current market climate, many people don't want to be reminded about longer term planning, they want results NOW!!! like little Veruca from Willie Wonka's Chocolate Factory.
