What do you reckon the cost of deep water oil will cost to bring to market?
Clearly you have done zero reserch.
For example a FPSO, required for all offshore, start at a billion and go up from there.
What makes you think there is no infrastructure required to get all the oil to the FPSO?

Maybe go and have a look at what WPL are spending in Senegal.....North of $5 billion for phase 1 of 350 mmbbls and this is in relatively shallow water and not overly deep either compared to the Namibia wells.
