what you say does make sense but think about this. production increased over time not all of a sudden. what they may or may not be thinking about the IO price we don't know nor can we be 100% sure if they are making a loss or still profit per tonne of IO.
BUT...think about this...
If they reduced or simply didn't meet their stated targets, what do you think the SP would be doing? take into account how heavily shorted this stock is too. wouldn't that just give the SP an excuse to plummet?
keep in mind management also don't want to shock the market (i.e. shareholders). consider their strategy with talking about this 'rail deal' that never seems to get any closer (maybe it is but they aren't saying anything about it but it certainly has been a looooong time).
