Yeh I have read the report.
3 things that didn't make the IO deposit commercial in 1999 (Prenti) and again when RIO drilled in 2002.
The price (then) of IO was low
The cost to get it to the ships - infrastructure
FDL(and again Prenti) were looking for diamonds
Yep, simple but now the expected IO target is commercial and with FMG's rail they will have access to the port.
