Even with the price weakness IFL is not cheap on current ratios. Current year PE on FY18 numbers is around 15.5, on FY19 numbers its around 13.6
With Royal Commission Uncertainty I can see why Mr Market is hesitant to buy. Market moves are usually dictated by buyers not sellers, a lack of buyers sees the market price drift lower.
