Yes, I know that's what they say, personally I think they would be better to say "pre-order" as there is no evidence that they have a product that they will be able to deliver in twelve weeks, let alone two weeks which will be twelve weeks after they started saying twelve weeks delivery ...
In English, to buy is to receive goods for payment. So if it says "BUY NOW" (which it does) the goods should be despatched on receipt of the money IMO.
