most paper wallets for IOTA may be scams, whereby you create a paper wallet online using their website & thus capturing your 81 character long seed as you create it and then they would have full access to your wallet.
The best wallet so far is the IOTA wallet which has lots of bug issues and the IOTA dev team have admitted to it and are working hard on it. They are also working on a new Wallet via UCl https://www.reddit.com/r/Iota/comments/7e6wkj/when_does_ucl_wallet_launch/ which i'm told by the dev teams that they think it might be ready by end of December or early 2018
