We can only speculate, but I'm guessing whomever is manipulating the SP considers IOU to be undervalued, so they're forcing the stock to stay around these levels to frustrate holders into selling them cheaper shares. By no means do I claim to have knowledge beyond that of the average trader/investor, but I can't see any other reason for it. Maybe they know something we don't?
