@jocko I personally believe the 365K number is significantly under estimated. I don't have the factual data however on assumptions I would say the following areas are unaccounted for;

1. working school children on cash payments
2. most underemployed Australians
3. workers on cash payments industry wide - cafe's butchers hair salons construction etc. The Gov is pushing ahead with pressure to register and transition SME"s to single touch payroll to reduce the number of workers on cash payments

It's getting harder almost impossible now to avoid the system.
ATO have invested tens of millions on technology to integrate and data match from various sources to catch culprits out.
