I don't find much value in ipad app just for sake of it.

If their aim was to deliver information in an interactive way, they should have concentrated on delivering it thru their website either via flash/silverlight/jquery+css rather than an IPAD app.
Thus making this interactive information available to all users and not just ipad.

Ipad app is a good to have addon, not the core of an interactive solution.

Instead of going for an ipad app, they could have made thier website support redering based on small device form-factor(small device: ipad,iphone/andriod/win7 etc) and this could be done in a similar budget to what it would taken them to create a dedicated ipad app.
